Probably could very good metal snap. Hard at first,But gets easier after you use a few times a week. Being used,as a key fob I would trust it. Nice leather. Answer. YES

It is a snap button that can snap around the laces.

Q: Is the rim all cockeyed like in the picture?

I have never checked. I use this as a barrel rest and it works like exactly as it should. I don't see any defect that would keep your barrel rest from working as advertised.
