Any reason why this shouldn't be used on the back of a PFD for night paddling?

Lol no! The black rubber thing is a rubber tie. That way to safely connect the device. It's a standard USB c to charge the internal battery

Does this use the Usb Type-C cable to charge?

It has a micro-USB port on it and uses a regular USB-A to micro-USB cable to charge.

I like camping and fishing, will this be useful for my security?

I’m using it on my dog to keep track of him at night when I let him out, works great for that. Very bright and has a number of selections to choose from. Glad I bought it!
