Q: What is the best method for applying it? Should it apply it to the tire, wheel or both?

I've used this quite a bit, but only for motorcycle tires, so that's my reference. I apply it all over the bead with a 1 inch chip brush (cheap). I've kept the mixture in a sealed jar for over a year and it still works. I've used soapy water, Windex, etc. They all work to a degree, but I think this works best.

Q: Does this need to be diluted or is it ok to just us as if you don’t want to spray?

It can be applied directly without diluting if you want. In fact, that is preferable when mounting a tire...make only certain parts of the rim slick.

Q: Will it work on tubeless bike tires?

Yes, the lube is suitable for any tire and wheel combination.
