This psu comes with 3 pci-e cables and 2 ports. can i plug a pci-e into the 4+4 cpu slot? or will i fry everything?

There should be 5 total PCIE/4+4 CPU ports on the power supply itself for the 750W and 850W power supply (6 ports for 1000W or more). They are all keyed the same, just up-side-down on the second row. You can plug in a PCIE connector into any of those 5 ports. The cable connection is keyed, so if you try to connect the wrong connector into the wrong port, it wont fit. With that said, don't use connectors that are not designed for the power supply.

I plan to stream with this pc/ play games and run a rtx 2080 with intel i7-8700 cpu will this be enough?

Yes. The PSU limits are determined by your hardware requirements. Several hard disk drives, lots of fans, powerful graphics cards running in SLI, etc. etc. 850 watts will cover you for most things.
