Yes, her legs do bend! They are not molded to bend. You can move and position them.

Do regular sized Barbies (not Chelsea) fit in this?

The regular size Barbies are too tall for this home for full play. It is designed for the little girl Chelsea dolls. A Barbie could "fit" sitting down with their legs sticking out. My little one has them "come visit" & sit on a chair outside the house. Besides the 2 Chelsea dolls that come with wheelchairs, there are not many Chelsea with bendable knees to sit in a chair (ex the one w/the horse), it is easier to find Barbies for the Barbie wheelchair home (gymnastics doll, bday doll, etc).
