what is the spout height and reach? the product dimensions say 19" & 11" . is that really true?

When installed, the top of the faucet is just under 9 inches above the counter top (or sink lip), the spout where the water exits the spout is 5 1/2 inches above the top of the counter and the center of the water exit is about 5 inches from the center of the mounting hole in the counter top. In other words, the water flows about 5 inches from the center of the mounting hole. Hope this helps.

How cold is the cold water? Does the hot water get to 190 degrees?

The cold water is cold, but not too cold; just tap water cold. The hot water is at least 190 degrees and I can adjust it hotter if I choose.

Mine has started leaking from the base of the hot water lever, are there parts available to fix it?

no parts except if you have an old one that you can dismantle.

Can the faucet rotate 180degrees so I can have the levers pull forward? I have only 2.25" , not the 2 5/8" required from center hole to backsplash.

Mine rotates about 120 degrees to both the left and right, but stops when it hits the backsplash (it's already installed) so I don't know if it will do the full 180. There seems to be no reason why it wouldn't, but I'd contact the InSinkErator folks to make sure.
