Yes. I'm using it now with that controller. No problems.

Q: Does it come with cabels

It comes with the power cable to plug into your motherboard or other power source.

Q: I do not have an rgb port on my motherboard. Will these fans still work with rgb?

NZXT Fans use proprietary connectors for controlling RGB lights. If you do not have a NZXT RGB controller only the PWM fan function will work.
