No It is an elastic waist skirt, my students wore it over a leotard.

Will this fit a plus size dancer?

The skirt itself is 36" long, with a 24" tie on either side. So it stops being a skirt and more of a drape at about that 36".

How many yards of materials is in the skirt?

It's made up of 8 panels approximately 30x32"
