Open the charging unit, slide out the fluid container, rinse it out with water and dry. Open the liquid packet carefully, empty it into the container and add water to the capacity line. Reinsert the container to the charging unit. This is all in the book.

A Panasonic factory is in Japan, perhaps this is the answer? UK sellers are not charging postage and for £12 for 3 sachets I think this seems good value especially when the actual shaver cost £200 -£300. Hope this helps?

Yes: the liquid remains in the docking station for about 30 days. This seems to be dependant upon the amount of beard hair collected (dissolved) by the liquid. The docking station will alert you to the need for replacement of the cleaning fluid - an amber light for 3-5 days, then a red light and the cleaning process stops until the fluid has been replaced.
