Can you burn photos onto these discs?

the disks are just DVD-Rs, which means you can put any data you like on them, photos, movies, music, word docs etc. There really is no trick to them, just use them like large capacity CDs.

Why do I have to order two lots?

You don't there are 100 in the pack so order one and you will got one unit that is 100.

I bought 2 packs of these back in January and I'm have issues with a lot of the discs being unwritable, so far I have over 50 which are unusable

It's either a hardware problem with the writer or what you are trying to burn to dis. If you are trying to copy protected discs without using special ripping software you will keep getting coasters. With modern software and a recent burner you should rarely get coasters.
