Apparently I have small ears and struggle to get ear plugs to fit and stick in. Are these suitable for small ears?

They have three layers to them as you insert them (very soft membranes), so you'd benefit from just being able to get half of one in to be honest. My ears are quite small too and they fit fine. One piece of advice, I found that by applying a TINY amount of vaseline to the entrance to my ear canal really helps them slide in snugly and stay there...I'd recommend

63Hz : 20.9dB 250 : 20.6 1000 : 22.8 4000 : 20.8 8000 : 27.4 All mean attenuation according to EN 352-2 Weird it’s on the packaging but hard to find on web

Do they cut out noise within an open plan office and cut out someone sniffing?

Yeah they should do. Insert them gently into the person’s nose then sit back and relax without dealing with that annoying sniffing noise anymore. 😇

Will these help filter out inane whistling in theatres? This brings on my tinnitus.

You can still hear sound but it is muffled. I put them in loosely so I can hear more but if you stick them further into the ear, you have more soundproofing. In the theatre, you'll still want to hear sound though so I guess the whistling will be a lot easier on the ears but it'll still be there.
