No, it would be just a little to small. One of the half size barbies would fit.

Can it go in water and does it flow?

I doubt you would want to try to float it. It's more of a 'decorative' piece of art. (I incorporated it in a large memorial floral arrangement for someone who was an avid canoeist ~ for which it was perfect.)
