Even one teaspoon is enough But to be safer side 1.5 teaspoon required depending on your water quality

Yes, Make a solution of 1 tbsp per gallon ( or 1 tsp per liter) water and use.

What is contact time for this sanitizer? Starsan requires 30 secodns swirl and discard.. here it says rest for 20minutes?

Starsan has a different formulation to BrewBaskets. I've been using brew basket for about a year. I dip and spray my equipments and let it rest for 10-20 mins before using them, so far has not come across any contamination.
