I want to glue a 3meter square patch on concrete for a dog emclosure, its suggested to only glue the edges, would the 3 tubes be enough for this.

Will this stick fake grass to plastic underlay

No . Underlay must be layed felt side up, will not stick to shiny plastic.

I have a 4 metre square piece of astrotuf to stick onto concrete slabs. I will only be sticking the edges, so how many tubes of this will I need, pls?

I used 3 tubes on an area about the same size but I also put it in the centre. I think 3 tubes will give you good coverage
