It's made of several layers of grey card. It will get wet and soggy but it would take significant rain or extended periods in the wet to do this.

Hello, the board is grey on both sides and has a fairly course surface.

Q: How strong is this board? Will it crack, bend or break? I want to line a fabric carrying case for an A2 cutting board and other sewing accessories.

I dont think it will crack unless you bend it. It should be strong enough for your bag.

Q: Can you use primer, paint and then mod podge to seal? What do you need to cut it into circular shapes assuming scissors won't work?

I assume so. Never tried myself. I use a rotary cutter to cut card. You can cut straight lines or curves with one. It's hard on your hands as the card us reasonably thick.
