This unit is made up of 2 parts as you can see. The smaller part which you plug in to a outlet inside your house This is the Transmitter. The larger part is the receiver. Once you plug in the transmitter you can then scan all the circuit breakers within your power panel. As you can down through all the breakers the one that is connected to the outlet in the house will be transmitting and when the receiver unit passes over that breaker it will receive the tone and light up indicating that this circuit breaker is associated with the outlet inside your home. Some times you will get false indications so you should double check the operation if you are unsure. After finding the correct breaker you can then switch off that breaker and then check the outlet in the house and verify that it is no longer hot (powered)

can this item find the breaker if the power is off

No the transmitter needs the power from the outlet to send the signal down the line. The transmitter is the device you plug into the outlet.

Does the plug in part have an indicator light on it to confirm its operational and that the outlet is live?

Yes there is a red light that comes on when the plug is plugged into a live outlet.

Can i plug it in and see what Outlets are on that circuit breaker can I use the finder down the line at the different outlets on that breaker to trace

Your question is unclear, but I think you want to use it backwards. The unit has a transmitter, which you connect at an outlet (via duplex plug, clipleads, or standard light-bulb-socket adapter). Then at the service panel, you run the receiver down the circuit breakers, and it tells you (most of the time) which CB feeds that outlet. It does not allow you to select a CB and then use the device somehow to find all outlets that CB feeds. (I would love that feature as well.)
