Yes you fill the bottles with water and freeze the little black trap that sits on the water box put ice cubes on each side as they melt the water will drip through the middle of the tray into box of water but I don't know what powder you are talking about. Hope this helps

Ice packs, where do I put them? On the top or on the bottom on the water tank?

I just put 2or 3 in water tank then add water to fill level , also check the vents are open at front as they are manual.
