Can anyone confirm that this is a true magsafe charge i.e. will change iphone at 15w as opposed to 7.5w?

it's not 15w for the phone, that would make it a true 'MagSafe', i think this charges at 10w, and having the fan keeps charging temp low, which shortens charging times. it's quick enough for me!

If I take my phone off this charger, will it easily shift position?

The main unit will stay put. If you lift the iPhone off sideways so lift the left or right edge first it will not move the unit. If you lift the bottom of the iPhone it will rock the charger unit but it still stays pretty much in place. Slight moment it to be expected.

How long will it take to fully charge my iphone 13 on this charger?

I would say it takes roughly 2-3 hours from dead to fully charge
