With the 14 degree angled leg mounting plates, do i need to cut/angle the bottom of the wooden leg so it sits correctly on the floor?

No it sits perfecy fine. To be honest with you I didn't notice that there was an angle of any kind.

I bought only the plates and want to make the leg myself. Do i need to put the female adapter inside the leg?And then install the hanger bolts inside?

yes, I inserted the female adapter into the leg, and then screwed the long bolt into it.

Do these ikea replacement legs work on any sofa or they made exclusively for an ikea sofa?

I think they would work on anything with attachment area for the plates. The plates are probably about 2.5x2.5 inches square. The legs screw into the plates so you need space to attach them
