Q: What is overall length or length of just "J" part?

The overall length of "J" hook is 6.1 inch.

Q: Do these hooks provide the angle needed for safety? Or do I need a bolt to obtain that angle?

Verticle for now, it will swing once hit by bullet, so actually it doesn't need an angle. Kindle reminding, please do not buy 1" pipe! recommand 3/4" pipe and 1" EMT tube. Btw, 1" EMT tube is the best to match the target kit. Some customers bought 1" pipe and can not fit and left 1 star to us althought I write this on description.

Q: Is it safe to shoot rifles a 100 yrds away sense the targets swings?

It certainly is safe at that distance. I hit my steel targets on these hangers from 10 yards with my 9mm handgun. The targets swing and they will fly off if they are hanging on a hook. I use a steel pole now to hang them. Works great.
