Can it monitor enphase iq8-h microinverters?

Yes but you need the latest firmware (7.x something) specifically for IQ8. A lot of Enphase tech support do not know this. It took me 4 calls to get someone who knew this.

Does it come with an enclosure for weather protection?

No. Will need to either buy the Enphase combiner box (IQ Envoy included) or purchase a sperate NEMA rated enclosure to mount the IQ Envoy.

Can you put a solar panel 365 and a 400 panel next to each other

Though mixing different solar panels is not recommended, it's not forbidden and things would be ok as long as each panel's electrical parameters (voltage, wattage, amps) are carefully considered
