It is not rigid, but flexible so will sit on a shoulder but needs to be held. I bought this when my cockatoo died to help my other bird adjust. She sits next to it in her cage at night. It is washable

I believe its made of Polyester and cotton. Like your typical stuffed animal toys. It's very cute. My daughter loved it!
