Q: is the 1/2" measurement the inside of the washer or the total diameter

The inside diameter is 11mm whereas a half-inch is between 12 and 13. The fact that the hole itself is slightly less than a half inch should not adversely affect things. The outer measurements are 18 and 17mm respectively and the difference between these two allows a fit into the recess of your cartridge. That has been my experience - hope it works out for you.
