If the chain on your single spped fixie is listed in the spec as "1/2x1/8 " would this fit?

Yes, any 1/8" chain is WIDER than this 3/32" tooth width. so you actually get a slightly lower risk of a dropped chain if your chainline isn't perfect! Compatibility problems are only had when trying to use a narrow 3/32" chain on wide 1/8" chainrings or cogs. That does NOT work.

Can I use the 16T with my 1/8 chain?

yes you can the Shimano is usable with 1/8" and 3/32"

How many teeth does this have.

If you look carefully, they have a drop-down that allows you to order with 16, 17, or 18 teeth. I got the 16 since I mash pretty hard. It's confusing the way amazon has this product listed.
