Once sprayed, it leaves a light coating of PTFE (Teflon) behind, which is dry, so no dirt trapping tendencies.

Since the lubricant left behind is dry and somewhat white in color, there should not be a problem for this purpose. The amounts transferred to paper should be extremely low.

Q: Would this be ideal for a squeaky Clutch master cylinder?

I don't know if this Super Lube Dri-Film product will silence a squeaky clutch master cylinder. However, I can tell you that Tri-Flow TF20006 Superior Lubricant with PTFE, 12 oz. is specifically recommended for that purpose by numerous Amazon reviewers. The only reason I know that is because, just prior to researching this Super Lube product for my own personal needs, I happened to be researching the Tri-Flow lubricant and reasing those reviews. Hope this info helps somebody.

Q: can this be used on treadmill walking belts

Treadmill belts have a "nubby" texture on the topside, to prevent slipping, so this lubricant would make falls far more likely. If used on the underside of the belt, it would lead to slippage on the drive rollers, not a good thing. I doubt manufacturers advise any lubrication or coating of their belts, for safety reasons.
