Got this but can’t get it out of the octopus? All of the product is stuck in the top part is that how it’s supposed to be?

There are 2 ways this scrub opens: the bottom can be pulled off and it can be twisted off with a little extra effort. If you pull it off the scrub stays in the top but if its twisted off the product comes out as shown in the pictures.

How do I get rid of all the sebum left on the scrub stick? Washing it off of it wasn't effective
