I’m getting it for my cat’s 5” cube fountain, can i get the 30w one for the dry run feature? or i should go with the 10w for the tiny fountain

Well, that's a tough one. The error codes are like E1, E2 etc. so its not that. Assuming the device is under water, and electricity is flowing to the heater, the only thing I would try is unpluging it, wait a minute or two and plug it back in. Sorry I could not help more.

Does it turn off once it reaches the temp the user sets it at?

You can see the temperature displayed at all time. It is maintained at the set temperature.
