Q: Is the mask with a wig

Yes, but both the mask and wig will need work to become usable. The wig is sprayed to help it maintain shape, but is then compressed inside the bag. To get it back to a “Pennywise” shape take a great deal of work, with the spray making things far more difficult. The mask is likewise compressed in the bag and needs some gentle heat (blow dryer on low) to get it back to a human head shape, but the padded forehead inside is nice.
