Is this paper waterproof?

Not really. It will resist water, but whatever protection it offers will be temporary. It's not waxed paper, it's just nonporous hard surfaced paper, so it does protect whatever it covers, but only for a limited time. It is not waterproof, the way oilcloth is, or waxed paper is.

I have some very good oil paintings. I have to store the artwork for 9 months. Is it safe to keep it wrapped in Glassine and bubble wrap for that long

My daughter's oil paintings were stored at least from May 2018 to Oct 2019. No discernible damage to the artwork. Looks as good as when I prepped them.

will it stick to the surface of a photograph

No. It's main use is to protect artwork. It doesn't stick.

Can it be used as a "carrier sheet" for thinner papers through a printer?

Maybe, but it's awfully slick. You might have to adhere the thinner paper to it with a light adhesive spray.
