Q: Will this be compatable on a 2002 tj?

If your tj has a can bus yes it will def work. If it doesnt i would think just changing the plug over to h13 would be much cheaper. But it def as advertised plug and play and go.

Q: Will this stop the flickering on my headlights, which only flickers when my e-brake is disengaged?

I installed these on my 2012 JKU and it stopped all flickering.
