Can this pan be used to make takoyaki?

Yes you should be able to....make sure on flame control as this is not heavy iron , but aluminum with non stick coating so heats up fast

It don't have a flat bottom, but sits perfect on a flat bed/ coil stove..

has anyone made idli with this? this looks to be specific for 'Appampatra' which i dont know what it is. Also, first time for me making idlies.
