Will this fit with the baby jogger city select lux double stroller?

Yes you can attach it to any stroller

Does it have a cooler compartment for bottles? And does it have an easy wipe access compartment?

No cooler compartment and I don’t think wipes would fit either. A horizontal zippered pocket fits something phone sized, and 3 open pockets fits drinks etc - height of a can.
