Q: How strong are they? What's the recommended max voltage?

The coils are about a 28 AWG gauge. Voltage is not the concern, it will be how many Amps your circuit requires. Of course the combination dictates the power. I have put 48v through them with several Amps with minor heat. With out cooling they will carry 5 Amps without issue. The cores are iron. Well made, nice tight, uniform wind.

Q: So to get the levitation to work, you need 4 coils, but you only sell 3 in a pack, why?

A marking scheme, I would speculate. A bit like the hot dogs and buns, never the same count, lol. A good coil, though.
