Q: Is it good for pant legs?

If you have skinny legs and are philosophically opposed to creases in your jeans then yes... otherwise i would recommend a garden-variety ironing board for pants. Great for mens oxford shirts though

Q: Can this be used by itself on a table, or does it have to be used in conjunction with an ironing board?

I set mine on the ironing board, but you could use a table or a counter.
