How deep would the water be if you filled it with water?

Maybe 1/4 of an inch. I've had a whole beer spill on the tray and it had enough of a rim so I didn't spill it on the floor. Hope that helps

Can you confirm the measurements of the flat, usable surface of the inside of the tray?

The flat, usable surface of the tray that I just received is 12.75". The diameter of the whole tray is 14".

Can these be put under a plant to stop leaking onto the floor?

Yes, how big is the plant though? If the plant base is big enough to fill most of this tray then the tray lip will not be big enough. If it isnt that big i would suggest a smaller tray
